Mr Cheung joined the HKSAR Government in 1993. Before taking up the post of Special Representative for Hong Kong Economic and Trade Affairs to the European Union in August 2019, he was the Deputy Secretary for Financial Services and the Treasury responsible for policies related to the regulation and development of the insurance industry and the Mandatory Provident Fund system in Hong Kong.

Mr Cheung had served in different policy bureaux and government departments covering a wide range of areas including district administration, review of the social security system, banking and monetary affairs, IT in education, digital convergence and digital broadcasting, and trade and economic relations between Hong Kong and Canada.
Mr Cheung graduated from the University of Hong Kong with a B.A. (Hons) degree and an LL.M(IT and IP law) degree and London School of Economics with a Postgraduate Diploma in Economic Geography. He has also attended the Advanced Management Program of The Wharton School.
